How X-Road Helps Organizations
X-Road enables your organization to provide and consume API-based data services over the Internet in a standardized, secure way. With one-to-many connectivity, you connect once to the X-Road ecosystem and can instantly discover and request access to services from hundreds of other organizations – without creating individual point-to-point integrations.
Data services are defined through APIs that describe specific operations – whether retrieving data, updating information or sending new records. This standardized approach eliminates the complexity and cost of custom integrations for each partnership.
Although X-Road was originally designed for the public sector, through a natural evolutionary process, businesses began using this channel to communicate with government agencies. Once connected for compliance purposes, they realized the same secure infrastructure could facilitate business-to-business data exchange. Today, X-Road serves all sectors equally — public and private organizations exchange data using the same trusted technology and protocol.

Ecosystem Operator
Manages the Member Directory and operational environment. Acts as trusted neutral party ensuring framework governance, rules, and technical standards.
Ecosystem Member
Organisations that join the X-Road ecosystem to exchange data through Security Servers. Each Member maintains full control over their data and decides which services to provide or consume.
Trust Service Provider
Provides PKI-based cryptographic services: digital certificates for authentication and signing, OCSP for validation, and timestamping for legal validity.

Economic Value (Citizen Portal – 3%): Based on Estonia’s 2024 average gross salary of €1,981/month (€23,772/year, Statistics Estonia) plus employer taxes (33.8%), these 2,589 working years represent €82.3 million in total saved labor costs (€61.5M gross salaries + €20.8M employer taxes) from citizen portal usage alone.
Projected Total Value (All X-Road Requests): Applying the same time-saving assumption to all requests, the remaining 97% of requests—primarily organizational and citizens accessing services through various applications—(83,713 working years) would represent approximately €2.66 billion in saved labor costs (€1.99B gross salaries + €672M employer taxes), bringing the estimated total annual economic impact to approximately €2.74 billion. However, organizational request patterns and actual time savings may differ significantly from citizen portal requests.
